Procurement fraud indicators hidden in ordinary process

How patterns in competition, specification, delivery and payment can reveal elevated fraud risk.

Procurement schemes often use legitimate-looking documents. Risk becomes clearer when records are analysed across time: repeated bid patterns, shared contact details, narrow specifications, split purchases or unusual approval sequences.

The review should extend beyond award to delivery, inspection, variation and payment. A complete file is not proof that goods or services were received as represented.

Where indicators justify investigation, evidence preservation and a proportionate investigation plan should precede interviews or confrontation.
