Complaints mechanisms in humanitarian settings

Testing whether channels are accessible, trusted, confidential and capable of driving remedy.

A complaints mechanism can exist on paper while remaining inaccessible to the people it is intended to serve. Language, disability, geography, power dynamics and fear of retaliation all influence use.

Assessment should examine intake routes, confidentiality, consent, triage, referral, investigation, closure and feedback. Sensitive allegations require additional safeguarding and access controls.

Case-file testing and stakeholder perspectives help determine whether the mechanism provides safe, timely and credible response in practice.
